USE OF GRIEVANCE SYSTEM IN PGCPS

The Grievance system is unique process that governs dispute resolutions in the schools.  Principal, supervisor are made aware of the grievance and can address it before it comes to the attention of the principal’s supervisor. If the grievance remains unresolved at Step 1, it then proceeds to the attention of the principal’s supervisor. The purpose of a grievance is generally to enforce the terms of a collective bargaining agreement between the unions.

The following unions in PGCPS District led by ASASP, PGCEA, ACE-AFSCME Local 2250 and SEIU Unions filed grievances on behalf of several members on several occasions. These grievances proceeded all the way up the chain of command for Prince George’s County Public school district to various managers, Directors and Chiefs, Superintendent William Hite Jr., Dr. Crawley who resigned recently and others also received grievances. However, the PGCPS management did nothing to address the discrimination, retaliation and other corrupt activities, despite being aware of the issues. The management failed to respond to any of the Union grievances filed by the Union because the Unions themselves are involved in questionable activities. It is this egregious conduct fueled by Thatcher Law firm corruption which has polarized the whole school District. The whole school District will never move forward until corrupt lawyers are cleansed from the system.

The terrorist attacks in 2001 were aimed not only at destroying buildings and human lives, but also at undermining Americans’ confidence in their government. While the terrorists’ attempts at the latter ultimately backfired, they did illustrate that our country is only as strong as the commitment of our people and leaders to protect the ideals upon which it is based: individual liberty, freedom of expression, and the ability to redress grievances through a system of laws rather than violence. When lawyers for the local board retaliate and acts unethically on behalf of the School District, when the unions appointed lawyers and other attorneys hired by staff are compromised, they undermine the rule of law and faith in the system. The image of lawyers is not just a matter of professional or personal pride; it affects the public’s belief in our justice system, and ultimately, our faith in our democracy. The fact that there has been so many cases in both the State and Federal courts filed against PGCPS by several employees in recent years, is a clear manifestation that there are many problems within the PG County School District. We must demand answers from our elected officials in regards to the Thatcher Law firm which is engaged in criminal conspiracy with Mr. Bryan A chapman, Mr. Damon Felton and others in defrauding staff within the PG County district. One female employee who protested mistreatment of her colleagues was fired in the middle of her discovery case with malice rather than settle the dispute. There is a big possibility that she might never even win the case because of what her attorney did to the case in conjunction with the Thatcher Law Firm and Mr. Roger Thomas. Only time will tell.  It’s clear there’s a criminal cabal around the Thatcher Law Firm  that’s giving deadly advice to lawyers hired by various personnel. The Book of Mark, 8:36, sternly asks: “What good is it for a man to gain the whole world, yet forfeit his soul?”

Other PGCPS employees have been chased away recently like goats in the middle of Savanna after filing cases… Who does this to employees for exercising their rights and fighting for the rights of others? Who does this? Who else is involved in this criminal enterprise?  What happened to common decency ladies and Gentlemen?

In this school year, we pray that the new County Chief Executive Officer Dr. Kevin Maxwell is going to look into these issues with sincerity and demand a new beginning from a new set of attorneys committed to the rule of law in PG County. Time has come to move in the right direction with new leadership and a new agenda!

We impress upon our children the goal of success – and then define it in ways that will leave them spiritually unfulfilled.

We compare the salaries of our educators and our spiritual leaders to the titans of Wall Street, the stars of the sports world and the famous entertainment figures and we have no trouble discerning what the world round about us most reveres.

To believe in God requires us to reject all the false gods of our society that seek only to still the voice of our conscience and the stirrings of our soul.

Former Superintendent William Hite is now the new Superintendent in Philadelphia but he still got legal ties in Washington DC Metropolitan area: Several lawsuits against Prince George’s County Public schools (PGCPS) and Dr. William Hite Jr are currently pending in both Prince George’s County Circuit and Federal Courts in Greenbelt Maryland. The School Reform Commission (SRC) of The School District of Philadelphia made no mention of Hite’s spotty history nor of the suits when they hired him in 2012. Reading this post made me tired. There really is so much drama and cronyism involving Dr. Hite and what he did during his tenure in Prince George’s County. A serious look and an exposé by Philadelphia newspapers and others about Hite is long overdue.  Hite also has connection with Broad Foundation. We are sure many more facts will come up in Philadelphia as the time goes on.

On this note, Carol Barbour, former assistant principal/principal alleges that Dr. William Hite removed her name from a list of candidates to be considered for PGCPS positions after receiving an extremely negative review of her work from a colleague in North Carolina, where Barbour once worked. Barbour is Latina, a fact that Dr. Hite said he was unaware of despite meeting with her in her office, and she is alleging discrimination. In fact, Carol Barbor was criticized as being missing in action by the parents at the North Carolina school where she was principal (at the instigation of Dr. Hite’s friend). See story HERE. Make sure you read it all because at the end of the post includes information on YET ANOTHER lawsuit filed by PGCPS Principals which we brought to your attention in November 2012.  I’ll paste it right here:  There have been new developments in that $100 million federal lawsuit alleging racial and sex discrimination by Hite and the Prince George’s County School Board. At the initiation of Association of Supervisory and Administrative School Personnel (ASASP) Union, the law suit was filed in November and it was withdrawn by the group in April 2013. (See our previous blog on the case here) Doris Reed, director of the Association of Supervisory and Administrative School Personnel, said last week that she and Prince George’s officials are working to get their members, who were part of the class-action suit, back to work.”

From Philly.com, “Carol Barbour, 44, of Upper Marlboro, Md., is slapping Hite, 51, with a Second federal lawsuit, accusing him of defamation and other charges including conspiracy. (See the entire complaint ~>Second federal lawsuit<~here) The claims stem from a federal lawsuit Barbour filed in March 2012 against Hite and his previous employer, Prince George’s County Public Schools, alleging racial and age discrimination as well as retaliation. Barbour, who is Latina, worked for Prince George’s County schools as an assistant principal and principal from 2002 to 2005. She claims to have applied for more than 20 jobs there since 2008. Hite worked for Prince George’s County schools from 2006 until 2012, when he came to Philly. What is not fully being disclosed is also a hint of sexual harassment – a  trade mark of the infamous and capricious Hite.

It was during the proceedings in the first case that Hite, who “had agreed, then unagreed” to answer email questions from Barbour’s attorney, Richard Patrick, signed a sworn statement that is the basis of the most recent lawsuit, said Patrick, of Fairfax, Va. In the affidavit signed March 28 by Hite, the superintendent acknowledges that he knows Peter Gorman, the head of Charlotte-Mecklenburg Schools in North Carolina, where Barbour once worked, and is also named in the suit.

Hite categorically stated he called Gorman for a reference and Gorman “specifically said that Ms. Barbour was ‘one of the worst principals he had ever been associated with’ and he said she was ‘terrible.’ “Gorman’s negative reference prompted Hite to instruct the Prince George’s County former human-resources chief Synthia Shilling who was caught drunk driving to remove Barbour’s name from “any list of candidates for positions to ensure that she was not hired,” according to the affidavit. Hite said he had no idea Barbour was Latina. “We were baffled,” Patrick said yesterday. “We did not know until his affidavit that that was why Ms. Barbour did not get any job at Prince George’s County.” Barbour’s evaluations from Charlotte-Mecklenburg, filed in the first lawsuit, show that Barbour received a “proficient” rating in her only year as principal of Winget Park Elementary School. The evaluation was signed by Elva Cooper. She was eligible for rehire by the North Carolina district, according to notations made on the school’s letter accepting her resignation.

“You really don’t know why it was said,” Patrick said, referring to Hite’s remark. “The second lawsuit is going to find out.” To the county employees victimized in similar fashion during Dr. William Hite’s reign of terror in Prince George’s County public schools, Carol Barbour is a “hero” to many. She deserves recognition for going after the barbaric and self-serving behavior exhibited by former king pin of public school system PGCPS and thatcher Law firm heads on. How can Dr. Hite say he did not know Carol Barbour was Hispanic or latina when he met her and he is very familiar with people of Hispanic origin with a large Hispanic population in Prince George’s County? It begs the question, did this lady stop Dr. Hite’s advances?… Time will tell.

Philadelphia School District spokesman Fernando Gallard referred comment to Hite’s Maryland attorney, Robert Baror. Phone calls to Baror were not returned.

It’s high time we exposed Dr. William Hite Jr. Students, parents and staff of Philadelphia deserve better. He already messed up PGCPS before moving on to the next victims. It’s high time to stop the behavior heads on!

Jury awards $90 million in Prince George’s County wrongful-death case

A Prince George’s County Circuit Court jury has awarded $90 million to the family of a 13-year-old girl who died four years ago after she was struck by a car while trying to catch a school bus. The family of Ashley Davis, who was a freshman at Crossland High School, sued the Prince George’s County Board of Education after she succumbed to her injuries two weeks after the Sept. 1, 2009, crash. These are some of the issues Reform Sasscer Movement has been trying to have the Board of Education (BOE) members see clearly and fix without success. The amount involved here is not the issue.  It will take care of itself. It always does. The real concern is a wonderful, innocent child died, who would have been 17 and a Sr. in High school this year. This family lost a very much loved member of their family; and others lost a very cherished friend. Quite possibly the world lost a future scientist with the cure for cancer, a doctor who perhaps would have saved your grandchild’s life one day!

However, the open discussion this case has triggered is a healthy start to perhaps changing policy to prevent this from ever happing again to our school aged children that must take public transportation to get to school. It’s unfortunate that this had to happen, but the bigger tragedy is it took a jury hitting the PG County school board upside the head with a 2 x 4 before anyone would take notice and even have a discussion on this matter. The corrupt and inept PG County School Board is only costing its residents more money. Surely, the arrogant BOE lawyers could have settled this case a long time ago, but they chose to drag it for their own selfish motives after being rewarded $5million “No bid” contract.

No amount of money…no amount of time passing will make that heartache go away. The only way to get some folks attention and force change is to show them how outlandishly dilapidated they were in their duties. This PGCPS transportation system has been in dire need of an overhaul for a long time. It is very sad but some of the bus drivers are involved in childish political games within the system. When The WaPo printed a story about a 5 year old who was put on the wrong bus, then dropped off in the middle of nowhere and left to fend for herself, there was little outrage. When there is little outrage, there is little inspiration or motivation to make improvements. It’s not about the money as we said before. The jury send a message. Now, perhaps the Prince George’s County District school system needs an overhaul. They now have about $90 million reasons to get motivated to fix what is very much broken.

Many thanks to the eight jurors for their selfless service to the county and its citizens on this case; and for the tough decision they had to make as well. We are sure it was not easy having to sit and listen to a testimony in such a landmark case for the county, or the nation for this matter. Urgent action will be required to address various issues currently affecting children, employees and families at Sasscer (PGCPS HQ). We are sure much progress will be made once the new BOE Chairperson and Superintendent comes on board. (See Highlights of HB1170 signed by Governor O’Malley)

We want to take this moment to thank the members of the Maryland House and Senate Delegations for delivering incredible legislative success for residents of the Prince George’s County and especially with HB 1107 for PGCPS. We especially thank our Prince George’s County delegation and Senators who sponsored and supported this bill. Thank you very much for a job well done.

Governor O’Malley signed Maryland House of Delegates Bill 1107 into law on April 9, 2013. HB 1107, which goes into effect on June 1, 2013, enables County Executive Rushern L. Baker III to select the next Superintendent who, pursuant to the legislation, will hereafter be referred to as the Chief Executive Officer (CEO) of the PGCPS. In addition, the County Executive will select the Chair and Vice Chair of the Board of Education. The legislation also authorizes the County Executive to appoint three members to the Board of Education and the County Council will make one appointment. The legislation authorizes the Governor to appoint a three member search committee for the CEO. The County Executive will select the new CEO from the three finalists recommended to him by the search committee. In coming weeks, the County Executive will work with the Board of Education and the County Council to implement this new school governance structure.

As a Movement for Prince George’s County who advocated for the changes, all we can say is that, we are thrilled! In the coming weeks and months, we will work closely with County executive Baker to make things happen and create successful transformation and accountability. We also would like to thank other comrades and anyone else who might have supported the bill by calling their elected officials in Annapolis etc. All we can say is, “Thank you”.  Victory goes to all students, staff and families of PG county.

We appreciate the proposal by the County Executive Baker to take charge of the Prince George’s County Public Schools (PGCPS) school District.  Most of the opposition to a drastic change of direction for the school system is motivated by person’s own political/financial welfare; people’s opposition is based on some current power/position they currently have. For example Board of Education statement led by Ms. Verjeana Jacobs was not sincere given what they have done in the last eight (8) years.  (See the statement here)   In any event, a lot of people don’t have the children of this country’s best interest at heart.

How could anybody say that they are happy with being the toilet bowl of education in the whole state of Maryland?

Something needs to change!! This is not a money problem. The problems that we face are derivative of lack of vision, leadership, and direction. With the revolving superintendents and the high school-educated community activist school board, the schools do not have a chance. Proof is in the pudding!  The Washington post was right on their article (Read it here). This article calls Baker’s tactics ruthless and cold blooded.  Maybe So!  But guess what!  That unwillingness to compromise and/or tolerate the school system’s inadequacies is needed!  We think it’s ruthless and cold blooded how the school system is educating the children in PG County!! We support the change wholeheartedly; anything has to be better than the status quo.

The Only thing we could ask the State legislature to do is to press Mr.Baker to keep his promise and to hire an independent Inspector General as part of the amendment.  (See HB1107 Amendments  here).  2014 Election year is fast approaching and we will waive our right to select the officials that determine the fate of our school system if we do not act fast.  Elections themselves, like we have always said in our tweeter feeds, (are) not a wedding reception where everybody is happy and singing. Elections are emotive, and mobilization for support, as we have seen last year, has emphasized on candidate’s record and promises made plus the delivery. The Inspector General would ensure that there will be somebody to keep the county Executive now and in the future plus  his superintendent honest or accountable. If Mr. Baker is not up to the task, we request him to pass the torch to the State of Maryland and Governor O’Malley to take over the struggling school system. In addition, you can also call your elected officials in Annapolis – Maryland and request the same. Previous County Executive Mr. Jack Johnson and his wife Leslie Johnson went to jail last year because of the lack of accountability and corruption related matters. We do not want Mr. Baker to expose us and/or our community to the same calamity.  We are sure the Feds will be happy to see that the County can do better on their own than to keep revisiting the same situations. It’s time!

Hite Hires former budget chief

Philadelphia: MATTHEW E. Stanski, who was chief financial officer with Prince George’s County, Md., schools until a payment scandal forced his removal in September 2012, has been named the Philadelphia School District’s new CFO by Dr. William Hite Jr, district sources have told the Reform Sasscer Movement.
